How is the voltage set to 2.5V in the MIPI constraints but the VCCO bank voltage is 3.3v in the Zynqberry?
I know that XAPP894 requires 1.8V or 2.5V but can you just set the voltage in the constraints different than the VCCO bank voltage? Doesn't VCCO set the bank logic level?

Bank Voltage is fix 3.3V.
you can use LVDS_25 as input also if VCCO 3.3V as long as CM Level and Swing is in range. But this works only as input, see:

I will be using only MIPI inputs (cameras). What do you mean by CM level? VICM? The voltage swing is not mentioned in that article.
Also, termination is required. Do/es the resistors that are part of the XAPP passive implementation count?

yes VICM is CM --> Common Mode level.
And yes external termination on the board is used like on xapp894.
AR43989 I mentioned show only that it's possible to use LVSD on 3.3V bank power, but in this case internal termination can't be used.
