I am a uni student familiar with xilinx products and I have never used trenz electronics but I can't seem to program the trenz electronics te0720 using the te0706 baseboard through jtag. I set dip switches S1 on te0706 to on, off, off, on and S2 on te0790 to on, off, off, on. The jumpers set VCCIOA/B/C and SD to 3.3v. VBAT jumper is not shorted. I am using Vivado/vitis 2024 but I can't program the zynq through jtag in vitis nor can I connect to it in Vivado hardware manager. The gled1 is on, rled2 is blinking slowly, and gled3 is off on the TE0720.

does Vivado RECOGNIZE the JTAG programmer?

DIP.1 should be off but does not matter for JTAG
DIP.2 should be ON to enable ZYNQ JTAG - you have it OFF
DIP.3 should be off but does not matter for JTAG
DIP.4 should be OFF to enable DCDC power supplies - you have it ON
