Title: TE0422-02 to connect ZCU102 evalutation board to external Phy Ethernet board?

It is valid to connect through SGMII a "1G/2.5G ethernet PCS/PMA orSGM" ipcore to a external ethernet phy board?

It is necessary that the SFP+ eeprom comes programmed in some special way?

no, the I2C EEPROM is not needed at all. you can use TE0422 as SGMII break out board.
