Title: TE0715 Ethernet PHY oscillator is not 25MHz

I recently bought 2 more TE0715 modules and couldn't get the ethernet working.   When I probe U9, which is the XTAL_IN to the Marvell 88E1512 chip it measures 33MHz.    I have another module that the ethernet does work and the frequency measures 25MHz.     The frequency to the chip should be 25MHz.
