I have that TE0803 module with a TEBF0808 carrier board.
In the carrier board schematic (SCH-TEBF0808-04A, page 3), the SFPs are connected to J1, pins 2,4,8,10,3,5,9,11.
But in the module's schematic (SCH-TE0803-03-4DE11-A, page 2), the mating part of the connector (J1, as well) doesn't show those pins connected !?!?!

does that mean the FPGA is not connected to the SFP?

Hi,
no. TE0803 has less PL MGT than TE0808 or TE0807.
TE0803 MGTs goes to FMC
