TE0705-04 USB driver problem

I'm using a TE0705-04 board for the first time.  I have a windows 7 machine, Vivado 2017.4, and a TE7012 module.  S3-3 is on the "on" position.  The board is powered.

When I plug into the jtag USB port, I get an intallation error, and it shows up in device manager under "Other devices" as a "Digilent USB device", and Vivado can't find the programmer.

I can program other FPGA boards, such as a cmod A7, from Vivado.

How can I fix this issue?

Hi,
What did you see when you try to connect Vivado HW manager? Nothing or only digilent serial number or unkown device or something else?

When I try "open target", and Auto Connect, nothing happens.  It still says "no hardware target is open."  In the device manager, it says that the driver for the device is not installed.  I assume that is the first thing that needs to be fixed.
