I have brought the TE0323-00-EV02B. I need to know if you have any program for me to get started. I am currently having problem with getting the
USB connected to the PC and also do not know where to start.

we would need some more information, what your difficulties are.
I suppose you already read the USB section in the manual, and you did install the drivers as described there?
Did you get any error messages?
I also suppose, you did download the reference design?

first an for most, the PC did not recognise the TE0320 board that is mounted on the TE0232.
any suggestion as to what is the likely casue ?

The reference design is a working example, and it is also documented. Did you download it?
The cores used in the reference design are documented here:

But it relies on extra hardware, so it will not run on your setup.
