Title: XMOD FTDI JTAG cannot connect to target

I'm using a TE0803 on a TEBF0808 carrier.
I connected a TE0790 into J12 and the USB cable to my laptop.
I powered up the board, LEDs were on all around, the TE0790 had just the green LED on.
now on Vivado (2019.1 on Windows 10) I start the Hardware Manager and get this message 'no devices detected on target'.
Device manager detects the TE0790 as a COM port.

How to fix this? I'm more used to the HS3... is it possible to use it on the TEBF0808 board?

Update: JTAG HS3 does the same. Even if the Digilent software is installed I'm suspecting of some drivers missing or not properly installed

update 2: I can connect with HS3 to another board so it's not a software/ driver/ permissions problem. The board I'm trying to connect to is new so I don't expect it to be damaged. I wonder if I have the switches right: On the XMOD it's 1=ON, 2-3-4 = OFF. S5 in the carrier board is 1,2 = ON, 3,4 = OFF (I also tried with all OFF) or there is anything else to set to connect to the FPGA

I think your DIP switches are OK. When you power TEBF0808 the fan will work.
You can shut down Vivado, open Windows task manager and make sure that hw_server.exe is not running. If it is running you can kill it. Then open Vivado and try to connect again.

Which is the same as the TCL command 'close_hw', it does kill the hanged(?) process.
Thanks for the suggestion, but is not that in my case...

I learnt these TE0790 have a license in an NV memory that the Xilinx tools check. How can (if I can at all) check a license is good?

Ok... found it... I needed to press the POWER button on the TEFB0808 to activate the CPLD...
