Arrow USB Programmer and Linux Mint

I am trying to setup a Arrow USB Blaster on Linux Mint 18 but this was not successful. As described in the readme I copied the file into the directory quartus/linux64 of the Intel PSG installation directory and the file 51-usbblaster.rules into /etc/udev/rules.d.

In the file /etc/modprobe.d/blacklist.conf I added:
blacklist ftdi_sio
blacklist usbserial

I also made
sudo useradd -G plugdev USERNAME

When the USB Programmer is plugged in, dmesg shows

but the Programmer is not listed in Quartus (16.1.2)

Does anyone have an idea, why the programmer cannot be used?
