Q: Are all parts on your modules with industrial temperature range rated for this range?
Simple answer: yes
Complete answer: Xilinx does not rate parts for ambient temperature, they rate the junction temperature. This is reasonable, because the total power consumption of the device is not known, it depends entirely on customer design. The junction temperature rating for the industrial grade parts is higher then 85°C (it depends on the chip used, please consult the datasheet for actual values). So it is possible to use the modules in full industrial range, but additional cooling might be required.
