TE0790-03 no JTAG

We have 5 of the TE0790-03 with the green label that we have had for years and perform excellently, UART and JTAG.
We recently bought 5 of the ones with the blue label. UART works but JTAG doesn't.
Does anyone have any ideas as to why?
Exact same part, DIP switches set exactly the same. Same inhouse boards we are trying to connect to that work with the green labelled ones

you can check if the Digilent license is wirtten ok with digilent recovery tool available from their forum:
