TE0745 not booting with custom baseboard

I have a TE0745 that I'm building a custom board for.

I have tested the TE0745 with the TEB0745, where I can successfully boot from a SD card.

However, with my custom board the green LED (D1) constantly blinks and the red LED (D2) stays on.
Nothing is printed to the serial console.

I have verified that both PL and PS PWR_OK are high and the PS_1.8V is also generated nicely.

The SD card pinout mimics the TEB0745.
SD_CLK, SD_CMD, SD_DAT0-3 is connected to MIO40-MIO45, which is pin 150, 152, ..., 160 on J3.
SD card detect is connected to MIO0 on J2 pin 137.

BOOTMODE is connected to J2 pin 133 and is pulled high.


Is there any way I can get extra information on why the boot fails / what the CPLD is doing?
For booting is there any other pins than SD and BOOTMODE there are relevant?
